PROBLEM TO BE SOLVED: To provide a character-recognizing device which adequately (very precisely) recognizes even a running hand in which similar characters continuously exist. SOLUTION: The character-recognizing device includes: a character dictionary 125 with which shapes of characters are preliminarily registered for each character; a contact-detecting part 116 which detects contact points at which entered characters entered in an business form contact the frame lines of the business form; a shape-judging part 117 which judges the shapes of the entered characters and extracts, as candidate characters, the characters, which have high similarity with the entered characters, from among the characters preliminarily registered with the character dictionary; and a character-deciding part 118 which stores the candidate characters, as decided characters, in a storage part in case that the candidate characters conform to prescribed conditions. In this case, the character-deciding part stores the candidate characters, as the decided characters, in the storage part in case that the candidate characters extracted by the shape-judging part are characters which contact the frame lines of the business form at the same points as the contact points detected by the contact-detecting part.
