PROBLEM TO BE SOLVED: To quickly execute ESD protection verification with high reliability. SOLUTION: An ESD protection verification apparatus includes: an element extraction part 11 for extracting elements connected to a first pad; a first element information investigation/operation part 12 for discriminating one or more elements whose first terminal is connected to the first pad from the extracted elements and calculating a first operation value based on the dimensional information of the element; a first error detection part 13 for comparing a first reference value with the first operation value and determining whether the element has prescribed ESD voltage resistance or not; a second element information investigation/operation part 14 for discriminating one or more elements whose second terminal is connected to a second pad from the elements whose first terminal is connected to the first pad and calculating a second operation value based on the dimensional information of the element; and a second error detection part 15 for comparing a second reference value with the second operation value and determining whether the element has the prescribed ESD voltage resistance or not.
