PROBLEM TO BE SOLVED: To designate a character as an object of character recognition, even if being the character other than the characters drawn on a recording medium, by using a single color different from the color of the recording medium. SOLUTION: An image area segmenting means 111 segments an image, which is represented by a raster image data G0 acquired by an acquisition means 110, into a plurality of image areas. A binarization means 112 binarizes a pixel value described in the raster image data G0. A boundary line extraction means 113 extracts a boundary line of colors in the image represented by the raster image data G0. A first decision means 114 determines the plurality of image areas arranged according to a determined rule as a document area. A designation means 115 designates a pixel group binarized by the binarization means 112 to the image area determined as the document area, and designates a pixel group in an area closed by the boundary line extracted by a boundary line extraction means 113 to the image area other than that, to a character recognition means 116 as the object of character recognition, respectively.
