PROBLEM TO BE SOLVED: To effectively prevent delamination between a heating layer and other layers since generation of rust in the heating layer is effectively suppressed, to effectively prevent delamination between an elastic layer and other layers since generation of oxidation degradation of the elastic layer is effectively suppressed, to effectively suppress generation of swelling since the air is efficiently removed, and to further and effectively suppress an air pocket to be generated at an end in the axial direction of the elastic layer. SOLUTION: The cylindrical member at least includes: the heating layer 40; the elastic layer 20; and a release layer 10 on the outer peripheral surface side of a cylindrical substrate 30 in order from the side of the substrate 30, wherein an end in the axial direction of the heating layer 40 is covered with the elastic layer 20. In addition, in the cylindrical member, the elastic layer 20 further has an area whose outer diameter continuously becomes small toward the outside in the axial direction at the end in the axial direction, and the end in the axial direction of the elastic layer 20 is covered with the release layer 10.
