PROBLEM TO BE SOLVED: To provide a layout device for a semiconductor integrated circuit, capable of manufacturing the semiconductor integrated circuit at low cost. SOLUTION: The layout device for the semiconductor integrated circuit for arranging and wiring a circuit portion in the semiconductor integrated circuit includes an input part for reading a library, a design rule, a layout and a network list, a body part for conducting processing for displaying the layout on a display part, based on information of the library, the design rule, the layout and the network list, and controlled by an operation from an operation part, the operation part for controlling the body part, and the display part for displaying the layout on a display screen, and for displaying information of the circuit not displayed on the display screen and connected electrically to a layout-displayed wire.
