PROBLEM TO BE SOLVED: To provide a simulator for a program for incorporation for automatically detecting a loop section with the state of a peripheral device as stand-by conditions, and for setting the state of the peripheral equipment on the program to a state in which it escapes from a loop, and for advancing a development program. SOLUTION: The simulator is configured to simulate the operation of a target processor on another computer, and to detect a conditional branch section according to the instruction of the target processor. The simulator includes a means for, when simulating a programming section to advance processing by using, as stand-by conditions, the state of peripheral equipment in inputting/outputting data with peripheral equipment connected to the target processor, detecting the stand-by section from the combination of the instructions of the target processor and the effective address; and a means for rewriting the internal register value of the target processor showing the state of the peripheral equipment.
