The method includes the following steps: the network side sends an attach response message to the UE when the UE is emergency attached, wherein the attach response message carries the restricted area information; the UE determines whether to change the attach state according to the restricted area information when the UE is in idle state. The above technical scheme can save the consumption of the UE and the network.
