<P>PROBLEM TO BE SOLVED: To provide an image communication system which does not require a camera to correct distortion, has favorable image quality and can obtained effects of reducing a communication data quantity. <P>SOLUTION: A camera 3 includes: an image pickup section 33 for generating a picked-up image by using a super-wide angle lens 31; and a region segmenting section 35 for segmenting a region of interest from the picked-up image and segmenting an expanded region wider than a background region including the region of interest. The expanded region is transmitted to a terminal device 5 at an update time interval larger than that of the region of interest. The terminal device 5 has an expanded region storage section 59 for storing the received expanded region, an image compositing section 57 for segmenting the background region so as to include the region of interest from the expanded region and compositing the region of interest to the background region, and a distortion correcting section 61 for correcting distortion generated due to image capturing using the super-wide angle lens 31.
