PROBLEM TO BE SOLVED: To provide a content distribution system distributing content data suitable for a user based on brain waves of the user.

SOLUTION: The brain wave data of the user is measured by a brain wave sensor 30, and is transmitted to a content recommendation system 10 from a brain wave detection part 22. A user group determination part 103 specifies a group to which the user belongs based on the brain wave data. A content selection part 104 selects predetermined content associated with each of the user groups. A design control part 105 arranges the predetermined content on a web page, and transmits it to a user computer 20.
