<P>PROBLEM TO BE SOLVED: To quickly browse information on a site selected from a registered URL list with an IPTV. <P>SOLUTION: URL information and a priority order of a plurality of sites to which an access is frequently performed are registered in a user registration table of a communication path switching device 103 in advance. The communication path switching device 103 registers a start time and an end time of the last access and a stay time on the site to an access history table. The communication path switching device 103 changes the priority order of the user registration table based on the length of the stay time. The communication path switching device 103 collects video data from the site before the time recorded at the last access start time of the access history table according to the priority order of the user registration table and stores it in a storage device in the communication path switching device 103.
