PROBLEM TO BE SOLVED: To create a more accurate standard index in order to determine a battery life, by solving the problem that a conventional life evaluating method is low in accuracy though a secondary battery is used as a backup power supply in a substation and makes it necessary to determine the life of the secondary battery periodically since the secondary battery deteriorates across the ages. SOLUTION: A single-cell electromotive force with an 100% capacity is calculated from charging current and an internal resistance of healthy cells of the secondary battery made up by serially connecting a plurality of cells, or an electromotive force and a capacity of a deteriorated cell are obtained by a measuring operation, and then a capacity-electromotive force characteristic function of the cell is obtained by using the single-cell electromotive force with the 100% capacity and the electromotive force and the capacity of the deteriorated cell, and a single-cell electromotive force with a prescribed capacitance used as the battery life standard is obtained from the capacity-electromotive force characteristic function, and respective parameters of the electromotive force and the internal resistance of the deteriorated cell, and the electromotive force and the internal resistance of the healthy cell are input to a predetermined equivalent circuit in an equalized charge state, and then a terminal voltage, a variation rate and charge current of the deteriorated cell which is deteriorated into the prescribed capacity being the life standard, are calculated as life standard indices, thereby obtaining the battery life standard index.
