PROBLEM TO BE SOLVED: To reduce device cost and operation cost by efficiently drying hydrous waste such as highly-hydrous waste. SOLUTION: An external heating rotary drying device comprising a storage tank for storing the hydrous waste, a saturated steam generator for generating saturated steam, and a superheater for superheating the saturated steam, dries the hydrous waste while making the hydrous waste supplied from the storage tank directly contact with superheated steam supplied from the super heater. In the external heating rotary drying device, the inside is divided by a partition wall to limit the movement of the superheated steam and the hydrous waste by the partition wall while supplying the superheated steam and the hydrous waste from the opposite direction.
