<P>PROBLEM TO BE SOLVED: To provide cold cement wherein cement charged from a cement plant directly to a cement silo at a construction site is cooled to 40°C or below before kneading for ready-mixed concrete, and to provide the ready-mixed concrete using this cold cement. Ž<P>SOLUTION: A cement cooling apparatus at least including: a cylindrical body, screw blades for transporting cement in the cylindrical body; a vertical shaft to which the screw blades are fixed through a support; an electric motor for rotating the vertical shaft; and a cooling water discharging outlet, is installed midway in cement transportation from the cement silo at a construction site to a concrete mixer (batcher plant), and the cement is cooled to 40°C or below by the cement cooling apparatus.
