PROBLEM TO BE SOLVED: To provide a fixing device which prevents electrostatic offsets and peeling discharge noise at a rear end of paper, without causing increase in the number of components, cost increase, and further, shortening of the device life, and to provide an image forming apparatus. SOLUTION: In the fixing device which includes: a fixing roller with an elastic layer; a heating roller, constituted by sequentially laminating the elastic layer and a release layer on the outer peripheral surface of a core bar and has a built-in heat source; a fixing belt constituted by sequentially laminating the elastic layer and the release layer on a base material layer similar to an endless belt consisting of heat-resistant resin and wound around the fixing roller and the heating roller; and a pressure roller, pressed against the fixing roller via the fixing belt; volume resistivity of the base material layer of the fixing belt is set≥10<SP>10</SP>Ωcm, the volume resistivity of the elastic layer of the fixing belt is set≥10<SP>12</SP>Ωcm, the volume resistivity of the elastic layer of the fixing roller is set≥10<SP>12</SP>Ωcm, and the volume resistivity of the elastic layer of the pressure roller is set≤10<SP>8</SP>Ωcm.
