PROBLEM TO BE SOLVED: To shorten the polling cycle furthermore. SOLUTION: A monitoring device transmits a response request to a plurality of subordinate devices by multicast, and receives a response including the device identifiers and the load information from the plurality of subordinate devices. The monitoring device also updates the load information table of the plurality of subordinate devices based on the response thus received. With reference to the load information table of the monitoring device, a processing distributor distributes the information to be processed according to the load to a subordinate device of light load. The subordinate device stores the device identifiers for identifying the subordinate devices including the device. Furthermore, the subordinate device receives a request from the monitoring device, monitors the response including the device identifiers of the other subordinate devices and the load information transmitted from the other subordinate devices to the monitoring device over a bus, and transmits a response including the device identifier of the device and the load information to the monitoring device over a bus when a response including the device identifier of the subordinate device which must respond just before the device is detected.
