PROBLEM TO BE SOLVED: To provide a polarizable electrode preventing degradation of electrostatic capacity at a low current and achieving high efficiency and high speed charge/discharge at a high current in an electrochemical capacitor using an organic electrolytic solution. SOLUTION: The electrochemical capacitor is configured with the polarizable electrode having an electrode density of 0.4 to 0.6 g/cm<SP>3</SP>, an area/weight ratio of 1,000 to 1,500 m<SP>2</SP>/g, a porosity derived from volume of inter-grain pores per electrode volume of 0.2 to 0.3 cm<SP>3</SP>/cm<SP>3</SP>, and a resistivity of 100 to 1,000 Ωcm, so that an electrode resistance index that is a ratio between the electric resistance of the capacitor cell and the polarizable electrode becomes 0.1 to 1.
