A wireless base station (200) transmits TPC bits (+1) or TPC bits (-1) to a mobile station every predetermined timeslot so that the reception quality of a wireless signal approaches a target reception SIR, said TPC bit (+1) raising the transmission power of the wireless signal exactly by a predetermined step, and said TPC bit (-1) lowering the transmission power of the wireless signal exactly by a predetermined step. The wireless base station (200) is provided with: a TPC bit monitoring unit (211) which monitors whether the ratio of TPC bits (+1) transmitted in the predetermined timeslots exceeds n%; and a TPC bit adjustment unit (213) which transmits the TPC bits (-1) consecutively every predetermined timeslot for a Y number of times, in cases when it is detected that the ratio has exceeded n%.
