<P>PROBLEM TO BE SOLVED: To provide a plane handle device capable of easily confirming a semi-locked state from an outward appearance since an operation handle is raised from a front recessed part in the semi-locked state. Ž<P>SOLUTION: A spring 9 which energizes the rotation of the operation handle 5 in the rising direction is provided between the operation handle 5 and a housing 3, and a spring 10 which energizes the rotation of a hook plate 8 in the engagement direction with a receiving part 7 is provided between the hook plate 8 and the housing 3. A drive plate 11 which pulls the hook plate 8 in the direction separating from the receiving part 7 is provided on the back of the operation handle 5, and the spring force of the spring 10 is set stronger than that of the spring 9. Normally, the rotation of the operation handle 5 is energized in the tilted direction by the spring 10 through the medium of the drive plate 11. When the hook plate 8 is pushed by the receiving part 7 and is rotated in the direction separating from the receiving part 7, the operation handle 5 is rotated in the rising direction by the spring 9 so that the semi-locked state can be visually confirmed by the floating of the operation handle 5.
