<P>PROBLEM TO BE SOLVED: To provide a method of producing a carbamate by the reaction of a carbonate and an amine in the presence of an alkaline catalyst comprising a metal, capable of easily separating a reaction product comprising the metal from a reaction mixture resulting from the reaction. Ž<P>SOLUTION: There is provided a method of producing a carbamate by the reaction of a carbonate and an amine in the presence of an alkaline catalyst comprising the metal, with the carbonate and the amine containing moisture in an amount of 0.001 to 50 ppm in total, whereby the carbamate and a reaction product comprising the metal are obtained.
