<P>PROBLEM TO BE SOLVED: To provide a development device, including configuration for supplying developer in an amount required for development, in such a state that the required toner concentration and the charge amount are applied to the toner, while reducing the occurrence of stress on the developer. <P>SOLUTION: The development device 3 includes a development portion for developing electrostatic latent imagew formed on a latent image carrier 1 with a developer comprising toner and carrier and a circulation portion, to convey the developer collected from the development portion to a developer-supplying portion in the development portion again; the circulation portion including a containing portion 40 to store a part of the developer, disposed at a position upstream from the development portion. An agitating member 200 is provided inside the containing portion 40, to agitate and mix the collected developer and toner newly supplied to the containing portion.
