PROBLEM TO BE SOLVED: To provide a cement composition having an underwater anti-washout ability and a high fluidity. SOLUTION: The cement composition includes cement, diutan gum, bentonite, and a polycarboxylic acid-based water-reducing agent. A high fluidity cement composition with underwater anti-washout ability including the cement composition is presented. The cement composition may contain a nitrogen-containing nonionic surfactant, aggregate, and water. A method of producing a cement composition comprising mixing cement, diutan gum, bentonite, and a polycarboxylic acid-based water-reducing agent, and water is presented.
