<p><P>PROBLEM TO BE SOLVED: To provide a retractor assembly with a load limiter having an improved occupant crash protection device. <P>SOLUTION: A vehicle seat belt retractor includes a spool 32 rotated to allow a seat belt to be wound and unwound from around the spool 32. The retractor includes a torsion bar disposed within the spool 32. In the retractor, an inner member 52 or an outer member 56 is selectively connected to a lock mechanism 38. During a first load state, a first end 53 of the inner member or first end 57 of the outer member 56 is fixed to the lock mechanism 38.
