PROBLEM TO BE SOLVED: To secure a minimum flow rate of a water supply pump even if a drum water level is largely fluctuated, and to perform stable drum water level control. SOLUTION: This water supply control device 12 is applied to a steam turbine plant constituted to supply water from the water supply pump 1 to a steam drum 7 of a boiler via a supply water flow control valve 5 controls the water supply flow rate to the steam drum 7 by operating the supply water flow control valve 5 so as to make the water level of the steam drum 7 constant, and fully closes the supply water flow control valve 5 when the water level of the steam drum 7 is increased to exceed an upper limit value.
