A polymeric material for medical uses and for basic makeup (for skin care) characterized by including a polymer composite having various functions is provided by combining an acidic polymer and a basic polymer that differ in solubility, even when the polymers do not simultaneously dissolve in the same solution. Provided is a process for producing a polymeric material for medical uses and for basic makeup (for skin care), characterized by applying a powder of a mixture comprising an acidic polymer and a basic polymer to a substrate sheet, subsequently immersing the coated substrate in a metal-ion solution to subject the surface to an ionic crosslinking reaction, combining the powdery materials through piercing and a pH change, equilibrating and completing the ionic crosslinking reaction, and then subjecting the combined materials to a chemical crosslinking reaction. The polymeric material for medical uses and for basic makeup (for skin care) is characterized by having an ionically crosslinked structure and a chemically crosslinked structure in the surface layer part of a crosslinked composite comprising an acidic polymer and a basic polymer.
