PURPOSE: A transport layer control apparatus for improving ability of a transport layer and a packet transmission method able to insure transmission rate and confidence are provided to ensure a transport speed and reliability by controlling a transport layer when transporting data. CONSTITUTION: A control unit(110) processes the re-transport for a lost packet by using a TCP, and manages the connection and disconnection of the TCP. A packet processing unit(120) processes the transport of the numbered packet by using an UDP and performs the numbering for a packet. A connection control unit(111) manages the connection and disconnection of the TCP. A re-transport request unit(112) detects the lost packet from the numbering information of the received packets, and requests the retransmission of the lost packet from the transport.
