PURPOSE: An IC card is provided to perform program operation at the same time about other memory block during performing program operation about one memory block, thereby improving the program performance of the IC card. CONSTITUTION: A first and a second memory blocks(400,500) acts by responding to a control of a CPU(Central Processing Unit)(100). A high voltage generating block(600) generates high voltage for each of the first and the second blocks. When setting bit lines of the first memory blocks to the high voltage, the CPU supplies voltage necessary for program operation of the second memory block by control of the high voltage generation block to the second memory block during program operation of the first memory block.
