<p>The device has two locking elements (102), which are rotatable at two bearing pins and are formed as C-shaped arms (103). Each arm has two ends (104, 105), which are bent inwards, aligned parallel to each other, perpendicularly cross the arm and connected with an operating handle. Each arm has a part formed as an opened lug (106) at one of the ends for gripping one of the bearing pins.
