PURPOSE: A three-dimensional electromagnetic driving device is provided to perform three-dimensional displacement control of a micro robot by regulating the rotation degree of a coil module. CONSTITUTION: A three-dimensional electromagnetic driving device comprises a plane moving unit and a rotating and moving unit. The plane moving unit moves a micro robot on a plane and comprises coil modules(110,160) which are repetitively arranged at regular angles around a space(S). The coil modules are made of at least a pair of Helmholtz coils and a pair of Maxwell coils. The rotating and moving unit rotates or moves the micro robot by rotating one of the coil modules forward or reversely around a central axial line(X) of the other.
