PURPOSE: An environment-friendly cosmetic coating apparatus and a manufacturing method thereof are provided, which minimize skin irritation due to influence of the artificial chemicals and allow safe use. CONSTITUTION: An environment-friendly cosmetic coating apparatus manufacturing method comprises: an integrated injection step that a brush rod(110) is integrally formed by injection molding in a way that a bar portion(111) offering a handle, and a tip part(112) in which a flocking file(120) is attached are connected; an adhesion application step for spreading adhesive on the tip part of the brush rod manufactured in the integrated injection step; and a file sticking step for sticking a plurality of flocking files on the surface.
