The present invention provides a film catalyst having a catalyst layer containing a powdery catalyst and a binder and a substrate on which the catalyst layer is formed, wherein the catalyst layer has a pore size distribution with two or more different mode values as determined by mercury porosimetry. The present invention also provides a method for producing a film catalyst containing a catalyst layer and a substrate on which the layer is formed, containing: preparing a coating composition containing a powdery catalyst, a binder and a solvent; and forming the catalyst layer on the substrate with the coating composition to give a catalyst intermediate, wherein the resultant film catalyst satisfies the formula (2-I) : 0.55 �¢ T 1 < t 1 < 2 �¢ T 1

T 1 : the maximum mode value of the pore size distribution of the powdery catalyst itself used as a raw material contained in the catalyst layer of the film catalyst (as determined by mercury porosimetry) and
t 1 : the maximum mode value of the pore size distribution of the catalyst layer of the film catalyst (as determined by mercury porosimetry).
