Described is a dispenser for dispensing promo and portioned articles in packages, which is characterised in that it comprises: a feeding means for supplying the articles to be dispensed; a distribution and dispersion device located under the feeding means, which receives the articles from the feeding means and prepares them for being held by fastening means so as to send said articles to a discharge means that includes means for discharging the articles in a synchronised manner; where the feeding means comprises a storing element under which a forward driving element is located for guiding the articles towards the distribution means; where the distribution and dispersion device includes a circular-shaped element, which by means of vibrations locates the articles, guided from the forward driving element, around the circular element; where the fastening means comprise at least one element for gripping an article from the distribution and dispersion device and sending it to the discharge element; where the discharge element includes a synchronization element for discharging the articles in a synchronised manner.
