Melt contains, wt %: C 0.003 or less, Si from 1.5 to 3.5, Al from 0.2 to 3.0, 1.9 ëñ (Si+Al), Mn from 0.02 to 1.0, S 0.003 or less, N 0.2 or less, Ti 0.005 or less, Cu 0.2 or less, total oxygen from 0.001 to 0.005, summary content of rare earth metals REM and/or Ca from 0.002 to 0.01. Steel melt is tapped in atmosphere Ar, He or their mixture. Cast strip is cold rolled and continuously annealed.
