<P>PROBLEM TO BE SOLVED: To provide a radio communication system etc., capable of performing secure scheduling, adaptive modulation, and encoding over all the element frequency bands. <P>SOLUTION: A scheduling request arrangement control part determines uplink element frequency bands which are different in successive bands in a plurality of time zones, wherein channel quality indexes and scheduling requests can be arranged as uplink element frequency bands where scheduling requests can be arranged.
