<P>PROBLEM TO BE SOLVED: To allow a user to post on and participate in a tournament without disadvantages or without limitation in time for voting objects, even after starting the tournament, and to perform appropriate evaluation even when the number of voting objects are large. <P>SOLUTION: A hierarchized block operation panel 32 is composed of 0-2 level areas 320-322, wherein a rectangular cell (icon) within each area corresponds to one block, one image is selected as a high-order block based on the points of eight images within each block, and this selected image belongs to both upper and lower blocks. The number of images posted to each block is determined by the image of the icon. A user clicks the icon of the block to which the eight images belong, whereby sub-tournament of this block is performed. The eight images before competition are aligned in row so that all competition results of the sub-tournament can be confirmed, and the image of a winner is disposed on the upper side of two competitive images.
