<p><P>PROBLEM TO BE SOLVED: To relatively efficiently produce a flocculated sludge body. <P>SOLUTION: The water treatment device is provided with a biological treatment part which has a plurality of columns of carriers having an attaching body to which activated sludge is to be attached and a support part for supporting the attaching body, flocculates the activated sludge by attaching the activated sludge to the attaching body inside a tank to generate a flocculated sludge body, cleans wastewater by the flocculated sludge body and obtains sludge-containing biologically treated water.
