<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing tin-plated steel sheet having excellent adhesiveness to coating film after retort. Ž<P>SOLUTION: In the method of manufacturing the tin-plated steel sheet for a can by applying a tin-plating, a reflow treatment and a chemical conversion treatment on a cold rolled steel sheet, the tin plating is applied on the inner side of a can to have ≥1.5-13.0 g/m<SP>2</SP>coating weight in the tin plating step, a reflow treatment is carried out in an atmosphere of 0-40 g/m<SP>3</SP>steam concentration and after immersing in a sodium bichromate aqueous solution in an electroless state for 0.5-4.0 sec, the chemical conversion treatment by cathodic electrolysis is carried out by passing current at 0.8-6.5 C/dm<SP>2</SP>in the sodium bichromate aqueous solution.
