PROBLEM TO BE SOLVED: To provide a speaking speed conversion device that suitably performs speaking speed conversion of a received speech even when a conversation is too short to measure the speaking speed of a transmission-side user or even when a transmitted speech instantaneously changes in speaking speed. SOLUTION: Conversion processing for making the speaking speed of the received speech slow is performed using a parameter representing a stable basic speaking speed that the user originally has and a parameter representing the speaking speed of the received speech. Further, it is estimated whether the user is speaking in a hurry in the current telephone call using the parameter representing the stable basic speaking speed that the user originally has, and when the user is not in a hurry, conversion processing for making the speaking speed of the received speech slow is carried out.
