PROBLEM TO BE SOLVED: To provide a particulate matter detector small in size, reduced in measuring error and manufactured at a low price. SOLUTION: The particulate matter detector 100 includes a detector body 1 having a through-hole 2 formed to one end part thereof and long in one direction, the high voltage electrode 11 and low voltage electrode 12 embedded in the wall forming the through-hole 2, the high voltage extraction terminal 11a arranged to the surface of the detector body 1, a cylindrical high voltage extraction terminal insulating part 20 arranged so as to cover at least a region having the high voltage extraction terminal 11a arranged thereto and the detector outer cylinder 30 consisting of a metal material arranged so as to further cover the outside of the cylindrical high voltage extraction terminal insulating part 20 and constituted so that the particulate matter contained in the fluid flowing into the through-hole 2 is electrically attracted by the wall surface of the through-hole 2, so that a change in the electrical characteristics of the wall forming the through-hole 2 is measured to detect the particulate matter attracted by the wall surface of the through-hole 2.
