PROBLEM TO BE SOLVED: To provide a network management system provided with a mechanism, capable of preventing the occurrence of call loss during establishing a new call/connection during fault occurrence, by improving a fault notification system from an MGW (media gate way) to an MGC (media gateway controller). SOLUTION: An MGC 6 performs call/connection control of an MGW 4 for performing media format conversion by using H. 248/Megaco protocol. Here, a device-managing part 30 of the MGW 4 monitors the states of a line card and a line port of the MGW 4 and notifies MGC blades 6a, 6b and 6c of an MGC 6 of fault/recovery information. Then, the MGC blades 6a, 6b and 6c of the MGC 6 receive the fault/recovery information from the MGW 4 and perform call/connection control of the MGW 4.
