PROBLEM TO BE SOLVED: To appropriately support introduction work for a program and a license for the program.

SOLUTION: This license management apparatus includes: a license identifier issuing means for generating a license identifier associated with a product identifier of a purchased program by program purchase and license information of the program and issuing the license identifier; a license recording means for recording the license identifier in a license information storing means; a determining means for determining whether the received license identifier is recorded in the license information storing means in accordance with the reception of the license identifier received via a network; and a transmitting means for returning an instruction to obtain the program related to the product identifier or the program body, and a license file configured to allow usage of the program via the network when the license identifier is determined to be recorded in the license information storing means.
