PROBLEM TO BE SOLVED: To prevent an unfilled portion and void (air bubbles) generated when a foamed heat insulating material is injected, foamed and solidified in a filling space formed between an outer case and an inner case constituting a heat insulating case body, and to improve the production efficiency of the heat insulating case body such as a refrigerator. SOLUTION: In this device and method of forming the heat insulating case body, when the foamed heat insulating material such as urethane foam is injected and solidified in the filling space formed between the outer case and inner case, forced deaeration from a space between the outer case and inner case in a final filling part of the foamed heat insulating material is performed through suction holes of a tool, so as to prevent an unfilled portion and void (air bubbles) and achieve filling.
