PROBLEM TO BE SOLVED: To provide an air quantity control device for an internal combustion engine for suitably continuing the travel of a vehicle by securing the quantity of intake air into the engine even if a failure occurs in a variable valve train. SOLUTION: The air quantity control device includes the intake-valve variable valve trains and the exhaust-valve variable valve trains provided in a plurality of cylinder groups of the internal combustion engine 1 for varying the valve lift amount of intake valves 4 and for varying valve timing for exhaust valves 8, respectively, a secondary air supply device 22 for supplying secondary air to downstream sides of the exhaust valves 8 of the internal combustion engine 1, and a means for determining such a failure state that the operating angles of the intake-valve variable valve trains are smaller than specified values. When a failure occurs in the intake-valve variable valve train in any cylinder group, the secondary air supply device 22 is operated over a range from an exhaust stroke to an intake stroke and valve timing for the exhaust valve 8 in the cylinder group is controlled to be retarded by the exhaust-valve variable valve train in the cylinder group so that the valve closing timing is retarded to a top dead center or later.
