PROBLEM TO BE SOLVED: To obtain high transmission characteristics by performing control to suitably select encoding while taking into consideration characteristics of equalization/decoding of a reception device employing turbo equalization technique. SOLUTION: Input information bits are information bits of two series, which are a series input to a first RSC code part 22 and a series input to a second RSC code part 23 through an interleaving part 21, and RSC-encoded respectively. Respective encoded parity bits are input to a puncturing part 24. Organization bits obtained by a first RSC encoding part 22 are originally information bits, so organization bits obtained by a second RSC encoding part 23 are not transmitted. The puncturing part 24 performs puncturing corresponding to a predetermined encoding rate, but a puncture pattern control part 25 makes a choice between RSC encoding and turbo encoding.
