PROBLEM TO BE SOLVED: To optimize facilities for use of traffic for passengers (referred to as traffic-related facilities hereinafter). SOLUTION: Position information of each passenger from which information is to be acquired is acquired by a position information acquisition part 331, and traffic history information of each passenger is acquired by a traffic history information acquisition part 333 based on accumulation results of the acquired position information. The traffic history information of passengers with the same traffic range among a plurality of passengers whose traffic history information is acquired is compared and collated with one another by a collation part 334. Whether or not the traffic-related facilities necessary to optimize are present is determined by a facility determination part 336 based on results of the comparison and collation.
