The device has a mechanical brake comprising a friction element i.e. disc, related in rotation to wheels of a motor vehicle. Activating units actuate displacement of other friction elements i.e. plates, towards the disc, proportionally to displacement of a brake control (6) i.e. brake pedal. The plates are far away from the disc in absence of displacement of the brake control. An electric retarder is activated by displacement of the brake control in order to slow down the vehicle when the plates and the disc of the mechanical brake are not in contact.
