<P>PROBLEM TO BE SOLVED: To measure a short circuit current flowing through a nail at a nailing test. Ž<P>SOLUTION: The short circuit testing device 1 evaluates safety of a battery 10 in forcibly generating internal short circuit by sticking and passing through the nail 4 into the battery 10 for testing. The device 1 includes a voltmeter 8, and both ends of the nail 4 and the voltmeter 8 are electrically connected. When the nail 4 is stuck into the battery 10, the short circuit voltage and short circuit current flowing through the nail 4 are measured based on a measurement value of the voltmeter 8.
