<p><P>PROBLEM TO BE SOLVED: To provide a hybrid panel heater continuously heating a room without causing nonuniform temperature without requiring time for warming the room. <P>SOLUTION: The hybrid panel heater includes a panel heater 2, an irregular plate 3 and a graphite sheet 4. The irregular plate 3 is interposed between the panel heater 2 and the graphite sheet 4.
