PROBLEM TO BE SOLVED: To provide a packaging bag configured so as to form a spout having an opening from which its stored stuff is easily and stably poured, and to provide a method for manufacturing the same. SOLUTION: A first sealed area 3a provided in the unsealing portion 3 of the top of a bag has a tear guide line 8 extending in the first sealed area 3a from its outside edge to an unsealable area 7 and allowing the first sealed area 3a to be torn in the width direction of the bag. The first sealed area 3a also has a tear directing portion 10 that is provided adjacent to the final end of the tear guide line 8, on the unsealable area 7 side, and that determines the direction in which the first sealed area is torn within the unsealable area 7 from the final end of the tear guide line 8 when the first sealed area is torn along the tear guide line 8. The tear directing portion 10 has an inclining line extending upward relative to the width direction, with its length direction as a center line, and intersecting the outside edge 7a of the unsealable area 7.
