PROBLEM TO BE SOLVED: To provide an image retrieval device and an image retrieval method, for improving retrieval efficiency. SOLUTION: The image retrieval device includes: a 21 for storing the images of a plurality of objects photographed by a plurality of cameras 10, the plurality objects which being integrated as a database; a similarity retrieval part 22 for retrieving similarity by using a query image from the image of each of the plurality of objects accumulated in a personal characteristic database 21; a query image generation part 23 for generating a new query image by synthesizing a reference correct answer image with the other correct answer images among a plurality of images obtained by the similarity retrieval part 22, or synthesizing the correct answer image as the reference with an inverted wrong answer image; and an image processing part 24 for performing image processing by displaying the image retrieved by the similarity retrieval part 22 at a retrieval terminal 30.
