<P>PROBLEM TO BE SOLVED: To provide an abnormality detection and vehicle tracking device capable of detecting and warning abnormality when an on-vehicle battery is removed, and preventing the erroneous detection of abnormality when the battery goes dead. <P>SOLUTION: The abnormality detecting device 10 detecting an abnormal state of a vehicle on the basis of the battery voltage of the on-vehicle battery 63 detected by a voltage sensor 32, includes a timer 27 measuring predetermined time, and an action mode switching means 17 switching an action mode to the action mode actuating a warning means 40 and the like if determining that the vehicle is in the abnormal state. The action mode switching means 17 does not determine that the vehicle is in the abnormal state when the battery voltage becomes voltage not more than predetermined voltage within the predetermined time (for example, 20 seconds) since an ignition SW60 is turned off.
